  • Program Introduction

    RISDA AGRO-FOOD ASSISTANCE PROGRAM

    The Agro-food Program is one of the initiatives of the Rubber Industry Smallholder Development Authority (RISDA) to help smallholders increase production and income through agriculture other than rubber resources. This RISDA Agro-food Program (PAM) is in line with the National Agrofood Policy 2.0 (DAN 2.0) and the National Food Security Policy 2021-2025.

    THE OBJECTIVES OF RISDA'S AGRO-FOOD PROGRAM

    1. Reduce complete dependence on income from rubber resources by focusing on the agro-food sector in order to be more effective in improving the standard of living of Small Farmers.
    2. Provide assistance facilities to small farmers to carry out agricultural activities other than rubber such as short-term crops and poultry.
    3. Encourage Smallholders to explore new resources to increase income.
    4. To support and meet the National Agro-food Policy and the National Food Security Policy.
    5. The target is to increase the income of small farmers to RM500.00/month at the end of 2025.
  • Assistance Program Terms

    RISDA AGRO-FOOD PROGRAM TARGET GROUP

    The target group of this program is Small Farmers and Integrators.

    SMALLHOLDERS

    1. Malaysian Citizen: Smallholder/Household Member (AIR), Age : 18-60 years and registered with RISDA.
    2. Participant of the Replanting Program.
    3. Land ownership or letter of permission to use or rent the land of minimum 2 years (type of project/break even point).
    4. Able to undertake projects part/full time.
    5. Attend the Agro-food Course organized by RISDA.
    6. Agreed to a 60:40 profit distribution (between the Group Leader & other Members) for the Small Group Farmer project (3-5 people).
    7. Participants are willing to finance the cost of the project apart from RISDA assistance.
    8. The area of ​​the project land is reasonable with the value of the assistance requested.
    9. AET/PPP KDW participants are not eligible to apply for assistance within 2 years.

    INTEGRATOR

    1. Malaysian.
    2. RISDA Holdings Group (KRH) or RISDA-supervised Small Farmer Cooperatives or Local Bumiputera Companies with a background in agriculture and have experience running projects/businesses related to agriculture or:
    3. Experienced Agro-food or Additional Economic Activity (AET) entrepreneurs who have the expertise and the ability to form new entrepreneurs and have a strong marketing network.
    4. Have background in agriculture and have experience running the requested project.
    5. Having expertise and the ability to form new entrepreneurs.
    6. Land ownership/ letter of permission to use or rent land for a minimum of 2 years (type of project/break even point).
    7. Have registered SSM/PBT/MOF or any related license.
    8. Financially stable of 10% of the aid value.
    9. Implementation agent integrator - self-manage the project without 3rd party help.
    10. Have a strong marketing network.
    11. Prepared to finance the cost of the project in addition to RISDA assistance.
    12. The area of ​​the project land is reasonable with the value of the assistance requested.
    13. Able to implement projects and have a suitable site.
    14. Agreed to a 50:50 profit distribution (Group Leader & Members) for the Group Smallholder project.
    15. Prepare a complete project SOP, implementation and marketing plan.
  • Assistance Rate

    CATEGORY OF AID RECIPIENTS

    1. Smallholder (Individual)
      • Head of Household (KIR) & Household Member (AIR) individually.
      • Person/Individual : RM 20,000.00
    2. Small Farmers (Groups)
      • Head of Household (KIR) & Household Member (AIR) in groups of maximum 5 people
      • 3-5 People : RM 60,000.00 - RM 100,000.00 (RM 20,000.00/Participant).
    3. Anchor Integrator
      • The RISDA Holdings Group (KRH)/Koperasi Pekebun Kecil (KPK)/Syarikat Bumiputera manages the supply of inputs, equipment, advisory services, marketing and monitoring to participants.
      • 15 People: RM 300,000.00/Project.
    4. Implementing Agent Integrator
      • The RISDA Holdings (KRH)/Koperasi Pekebun Kecil (KPK) Group implements projects on behalf of Smallholders.
      • 15 People: RM 300,000.00/Project.

    RISDA AGRO-FOOD INFRASTRUCTURE ASSISTANCE (30%)

    • Area preparation & cleaning.
    • New construction/repair of farm infrastructure.
    • Irrigation & drainage system.
    • Electricity & water facilities.
    • Fence facility.
    • Signboard.

    INPUT ASSISTANCE, EQUIPMENT AND AGRO-FOOD CONSULTATION RISDA (70%)

    • Agricultural inputs.
    • Livestock breeds.
    • Fodder & medicines.
    • Equipment/machine/machinery.
    • Packaging/label facilities.
    • Modern agricultural technology.
    • Soil survey.
    • Consultation & promotion services.
    • Training, advice & guidance.
    • Project insurance protection from natural disasters, diseases and so on.
    • Other requirements approved by the Committee.
  • Application Method

    SMALLHOLDER (INDIVIDUAL & GROUP)

    1. Small or Group Farmers need to fill out an application form and the form must be completed with:
      • Acknowledgment and approval by the Project Leader (if a group)..
      • Support of the Assistant Agricultural Officer of the area.
      • Support of the District Special Program Coordinator.
      • Certified by District/Colony/Division RISDA Officer
      • Attach a letter of support for the Agro-food Program from the relevant agency/department.
    2. Submit the application form.
    3. Submit paperwork and related agency/department support.
    4. Wait for an approval response.

    INTEGRATOR

    1. Small or group farmers fill out the application form and the form must be completed with:

      • Support of the District Special Program Coordinator and Assistant Agricultural Officer of the area.
      • Certified by District/Colony/Division RISDA Officer.
      • Certified by the Director of RISDA.
      • Information of project members or dividend recipients.
      • Attach a letter of support for the Agrofood Program from the relevant agency/department.
    2. Submit the application form.
    3. Submit paperwork and related agency/department support.
    4. Wait for an approval response.
