  • Program Introduction

    RUBBER PRODUCTIVITY ENHANCEMENT PROGRAM (PPG)

    The Mature Rubber Program has been implemented by RISDA since the Seventh Malaysia Plan (RMKe-7) and has been improved from year to year through the Five-Year Malaysia Plans (RMLT) up to the Twelfth Malaysia Plan (RMKe-12). The implementation of the Mature Rubber Program includes:

    1. Mature Rubber Scheme (SGM)
      1. Rubber Productivity Enhancement (PPG)
      2. Rubber Productivity Incentive Scheme (SIPG)
      3. Latex Incentive Scheme (SIL) and
    2. Marketing Infrastructure Facilities (KIP)
      1. Development of Marketing Infrastructure (PIP) includes:
        1. Weighing and Storage Centers (PTS)
        2. Scrap Collection Depots (DPS)
        3. Latex Collection Depots (DPL)
        4. Cluster Rubber Processing Centers (PMGB)
      2. DPL Operational Assistance through Matching Grants (GP)
      3. Farm Infrastructure (PL)
      4. Cluster Rubber Production Incentives (IPGB)
  • Assistance Program Terms

    ELIGIBILITY REQUIREMENTS

    The eligibility requirements for the Mature Rubber Scheme (SGM) Program are as follows:

    1. Malaysian citizen; and
    2. Registered with RISDA as a smallholder; and
    3. Legitimate ownership of the farm; and
    4. The total eligibility for each applicant (SGM 1, SGM 2, SGM 3, SGM 4, and SGM 5) is a maximum of 4.0 hectares; and
    5. Mature rubber farm except farms managed by agencies; and
    6. The farm is always maintained according to Good Agricultural Practices (GAP); and
    7. Smallholders must also agree to cooperate with RISDA to obtain information related to smallholders and their farms.

    The priorities for eligible recipients in the Mature Rubber Scheme are as follows:

    1. Smallholders who own the land, manage, and cultivate it themselves; or
    2. Become members of the Cluster Marketing Project to encourage smallholders to carry out marketing activities in groups to shorten the marketing chain and obtain the best prices at the farm level as well as create job opportunities; or
    3. Smallholders who produce and sell latex to increase income by at least 30% and subsequently increase local latex production to meet the needs of latex-based industries; or
    4. Farm management by KRH/KPK/AJK Depo by consolidating small farms to improve management efficiency and productivity of smallholders, thereby increasing income.

    ADDITIONAL REQUIREMENTS (SGM 1)

    The additional requirements for the SGM 1 Program are as follows:

    1. The farm has reached maturity and can be tapped; and
    2. Opening the tapping panel for the first time.

    ADDITIONAL REQUIREMENTS (SGM 2)

    The additional requirements for the SGM 2 Program are that the trees are tapped on the BO-I or BO-2 panel only.

    PROGRAM SCOPE AND INCENTIVE RATES (SGM 1)

    The assistance rates for the Mature Rubber Scheme (SGM) Program that smallholders are eligible to receive are subject to the type of rubber farm produce as follows:

  • Application Method

    APPLICATION PROCEDURE (SGM 1)

    For farms that have received final replanting assistance:

    1. Application and Inspection:
      • Apply and schedule a farm inspection for the Mature Rubber Scheme using the e-SRM System or Form GM 18A (see Appendix 2A) for SGM 1 assistance approval.
      • If applying via the e-SRM system, sections 8.5 (c) to 8.5 (i) are not applicable.
    2. For Farms Not Tapped Yet:
      • Apply using the e-SRM system or Form SGM 1 (SGM1/2-01) (see Appendix 2B, form to be prepared and printed by the Responsibility Center).
    3. Proxy Application:
      • Applications can also be made by a proxy using the e-SRM system or Forms GM20A/20B (Letter of Authorization) (see Appendix 2C/2D).
    4. Required Documents:
      • Copy of the applicant's identity card.
      • Copy of e-SPeK registration.
      • Certified land title or official land title search.
      • The original land title must be presented for verification during the submission of Form SGM1/2-01 or during the farm inspection.
    5. Submission:
      • Completed applications for sections 8.5.2 must be submitted to the relevant Area Agricultural Assistant (PPPK) for farm inspection and land title verification.
      • Once the farm inspection is confirmed, Form SGM1/2-01 or GM18A should be sent to the RISDA Responsibility Center through the Station Head.
    6. Registration and Filing:
      • Applications must be registered and filed individually according to the following format:

    SGM 1 / 12 34 56 / xxxx / 21

    Where:

        • SGM 1: SGM 1 Code
        • 12: State Code
        • 34: District/Division Code
        • 56: Sub-District Code
        • xxxx: Application Serial Number (Starting from 0001)
        • 21: Current Year of Application (2021)
    1. Notification:
      • The outcome of the application (approval or rejection) will be communicated to the applicant via the Approval/Rejection Notification Form SGM 1 (SGM1/2-02) (see Appendix 3).
    2. Additional Steps:
      • Prepare the List of SGM 1 Recipients (SGM1/2-03) (see Appendix 4).
      • Complete the Goods Receipt Confirmation Form (SGM1/2-04) (see Appendix 5).
      • Refer to the SGM 1 Implementation Flow Chart (see Appendix 6).
    3. e-SRM System:
      • Smallholders can check the status of their application by logging into the e-SRM system with their identity card.
      • Verification of supply and receipt of goods can also be done through the e-SRM system by pressing the receipt or delivery button for further processing.

    APPLICATION PROCEDURE (SGM 2)

    For farms that have received SGM 1 assistance:

    1. Application and Inspection:
      • Schedule a farm inspection for the Mature Rubber Scheme for the following year using the e-SRM system or Form GM 18A (see Appendix 2A) for SGM 2 assistance approval.
      • If applying via the e-SRM system, sections 9.5 (c) to 9.5 (i) are not applicable.
    2. For Tapped Farms with BO-1 or BO-2 Panels:
      • Apply using the e-SRM system or Form SGM 2 (SGM1/2-01) (see Appendix 2B, form to be prepared and printed by the Responsibility Center).
    3. Proxy Application:
      • Applications can also be made by a proxy using Form GM20A/20B (Letter of Authorization) (see Appendix 2C/2D).
    4. Required Documents:
      • Copy of the applicant's identity card.
