Alhamdulillah, All Praise be to Allah, by whose Grace and Blessings have enabled us, RISDA to fulfil the Government's mandate towards achieving the objective of RISDA’s Strategic Planning Model (MPSR 2016-2020) in ensuring that the rubber smallholders earn an average income of RM4,000 per month per household by 2020.
Currently we are in the 11th Malaysia Plan (RMK-11) which is the final phase of our journey towards Vision 2020 and our deciding moment in ensuring the MPSR 2016-2020 Objective is achieved. Many new changes, challenges and opportunities need to be addressed, harmonized and tackled head-on to ensure that the implementation of our development programmes nationwide meets the needs of the rubber smallholders without jeopardizing the targets already set.
The Government has allocated direct expenditure (BLK) for Development Programmes by State, and this requires the urgency of all RISDA staff to adapt a more objective and realistic approach towards project planning, based on factual, on-field data.
RISDA must always be adaptable, especially as we embark on this era of change. The Sustainable Development Goals (SDG) 2030 by the United Nations and Sustainable Prosperity Vision 2030 by Ministry of Economic Affairs must be comprehended by all staff, and later translated and integrated into every planning and implementation of all new and existing development programmes. This must be done concurrently with internal RISDA policies such as RISDA Strategic Planning Model (MPSR 2016-2020) and RISDA Anti-Corruption Plan (RACP).
In this regard, RISDA Management’s decision to use Master Focus Group (FGI) as key performance indicator for MPSR Objective 2016-2020 is highly appreciated and must be observed by all RISDA citizens at every level. It is hoped that everyone will seize this opportunity to advocate what we do, besides being agile and courageous with new ideas to build a more adaptive and resilient RISDA that is ready for whatever the future holds.
